From 29 September until 6 October 2025, 10 government sector employees from Angola attended the Oslo Diplome Course «Education for Building a Human Rights Culture”.
The course is a central component of the project "Education for Building a Human Rights Culture» (2022-2026) which is a collaboration between the Norwegian Ministry of Foreign Affairs and the Angolan Ministry of Justice and Human Rights.
The Human Rights Academy was responsible for organizing the course, which has equipped the participants with foundational knowledge of international human rights law, as reflected in universal, African, and European instruments. It also has provided an understanding of the tools for implementing these rights at universal, regional, and national levels. Additionally, participants have gained practical skills in effective teaching methods for human rights education. The program has included lectures, interactive activities, discussions, and excursions to relevant institutions in Norway.
The delegation had meetings with the Ministry of Foreign Affairs and the Norwegian Institution for Human Rights, as well as guided tours at the 22 of July Centre, the Climate House and the Parliament (Stortinget). Thanks to all the institutions´ representatives who shared their insights and inspired us. Thanks also to Elsabé Boshoff, Phd candidate at the Norwegian Centre for Human Rights (University of Oslo), who lectured on the African Human Rights System, as well as Hannah Tørres, Senior Legal Policy Advisor in NOAS (Norwegian Organisation for Asylum Seekers) for sharing insights about NOAS´ important work.
The goal of the course was to equip the participants with the knowledge and skills needed to promote human rights values and democratic principles in Angola. It was the second time Human Rights Academy organized a 6-days human rights course as part of this cooperation project.
