Bulgarian-Norwegian cooperation regarding domestic and gender-based violence in Bulgaria

Can a bilateral cooperation project in Bulgaria say something in general about the value of international cooperation regarding domestic and gender-based violence?  

Since December 2019 until February 2022, PULSE Foundation and the Centre for the Study of Democracy, both Bulgarian NGOs, together with the Norwegian non-profit foundation Human Rights Academy cooperated in a project about domestic and gender-based violence in Bulgaria. The aim has been to develop a methodology for monitoring policy, legal instruments, and institutional practice in relation to such violence, and - by using the new methodology - to write a monitoring report about the current situation. One main conclusion is that domestic violence and gender-based violence continues to be a widespread and serious problem in Bulgaria, and that the authorities still struggles to adopt adequate and comprehensive measures to counter the violence.  

This article focuses on the value of the project’s bilateral cooperation. What has the Norwegian contribution added to the project? What has the Norwegian partner learned from the cooperation with its Bulgarian colleagues? Is it possible to say something in general about the value of bilateral and/or international cooperation regarding the efforts to prevent and tackle domestic and gender-based violence? 

Kan et bilateralt samarbeidsprosjekt i Bulgaria si noe generelt om verdien av internasjonalt samarbeid om vold i nære relasjoner og kjønnsbasert vold? 

De to siste årene har Menneskerettighetsakademiet, PULSE Foundation og Centre for the Study of Democracy (de to sistnevnte er bulgarske ikke-statlige organisasjoner), samarbeidet i et prosjekt om vold i nære relasjoner og kjønnsbasert vold i Bulgaria. Viktige mål har vært å utvikle et metodeverktøy for å kartlegge politikk, regelverk og institusjonelle praksiser som eksisterer for å motarbeide slik vold, samt å utarbeide en rapport om dagens situasjon. Hvilke utfordringer eksisterer? På hvilke felter bør innsatsen forbedres?

En hovedkonklusjon i prosjektet er at vold i nære relasjoner og kjønnsbasert vold fremdeles er svært utbredt i Bulgaria og at myndighetene strever med å iverksette effektive virkemidler for å motvirke volden.    

I denne artikkelen fokuseres det på verdien av det bilaterale samarbeidet. Hva har det norske bidraget betydd? Hva har den norske partneren lært av samarbeidet? Kan man på bakgrunn av erfaringene i prosjektet, si noe generelt om verdien av internasjonalt samarbeid mot vold i nære relasjoner og kjønnsbasert vold?
